Європейський Союз (ЄС) переживає тривалі демографічні зміни, що характеризуються низькою народжуваністю, старінням населення, скороченням чисельності населення працездатного віку та поглибленням територіальних дисбалансів. Ці тенденції створюють взаємопов’язані виклики для систем охорони здоров’я, довготривалого догляду (long-term care, LTC), соціального захисту та кадрового забезпечення сфери догляду.
Мета -окреслення домінуючих політичних рамок і заходів реагування на демографічні зміни в Європі з акцентом на медичні та соціальні шляхи подолання викликів.
У статті узагальнено ключові політичні документи та аналітичні звіти на рівні ЄС за 2020–2024 роки з метою окреслення домінуючих політичних рамок і заходів реагування на демографічні зміни з особливим акцентом на медичні та соціальні шляхи. Документи засвідчують, що ЄС просуває інтегровані пакети політик, які поєднують: 1) підтримку сімей та раннього дитячого розвитку (зокрема, ранню освіту і догляд за дітьми – ECEC), 2) заходи з забезпечення балансу між роботою та особистим життям і гендерної рівності, 3) стратегії здорового й активного старіння, 4) реформування системи довготривалого догляду та посилення кадрового потенціалу, 5) політику розвитку навичок і підвищення участі у ринку праці, а також 6) міграційні та інтеграційні заходи з орієнтацією на справедливість.
Висновки. Наскрізними темами, що лежать в основі демографічної сталості, є зміцнення здоров’я, профілактика протягом усього життєвого циклу та підвищення стійкості систем догляду.
